Of course that will only be on the develop branch for a while now, if it gets merged. And there are even more UI changes on develop, so I don't know if you'd prefer that or not.
They're not new in the compose editor but there's been changes to which BBCode buttons are available, they're available in more places (e.g. profile settings) and it's more consistent what the options are and how they look everywhere.
I have fixed versions of smileybutton and smiley_pack addons on my GitLab. I submitted the smileybutton fix and it was merged, but apparently into dev branch not stable. The updated smiley_pack is optional.
A new "media" embed button was added to the compose window. All of the buttons on both the compose and comment tools were given a new style of "btn-default" which gave them the gray background (not sure what the point of that was IMO "btn" should be the base/default). It looks like you're just using regular Frio, but for Bookface scheme I've fixed the button appearance in version 2.1.4.

•I had the same issue - deactivate the emoji button add-on - that's it.
